Las ayudas realizadas hasta el momento no parecen surtir efecto, se quiere y pretenden soluciones.

1º La Idea sería: Que los gobiernos entreguen directamente a todos los ciudadanos un documento de aval y/o crédito por cuantía o importe necesario suficiente para poner en orden y funcionamiento el deteriorado sistema económico social actual.

Naturalmente, sólo se podrán hacer efectivo y disponibles dichas entregas de crédito del gobierno a los ciudadanos, llevando al banco el documento acreditativo personal e intransferible y se podrá hacer uso del dinero para los fines y tiempos establecidos, bajo la supervisión y autorización de las autoridades delegadas y nombradas al efecto.

La ampliación y/o devolución al estado de dichas entregas directas de crédito o aval a los ciudadanos se efectuarán en el tiempo conforme a la normativa vigente en cada momento y la evolución y necesidades socio económicas.

2º Se reconocería como principios de actuación social el “Libre mercado y circulación de capitales, bienes, servicios y personas en armonía y equilibrio con el medio ambiente, recursos naturales y organización de la capacidad y disponibilidad de la oferta y la demanda.”

3º Se realizaría de forma conveniente y razonable, “una regulación, bastante completa, de los precios y el % de los beneficios, suficientemente próxima, al esfuerzo de una inversión eficiente y segura, generadora del máximo empleo, ajustando el equilibrio de la capacidad productiva, la oferta, la demanda y disponibilidad de los recursos y medios".

6º Se deberá de intentar procurar que no sobren, falten, desperdicien o infrautilicen bienes, productos y servicio, y al mismo tiempo, generar el máximo empleo y posibilitar la mejora y aumento de las rentas más bajas aproximándolas a las medias homologables universalmente.

7º Se realizará un ordenamiento razonable territorial de la oferta, por el procedimiento que sea más adecuado, ajustada a la demanda, sería lo más aproximado a una garantía de obtención de beneficios y equilibrio en atender la demanda eficientemente y estabilidad en el consumo, el empleo y calidad de vida.

8º Adicionalmente, se deberán de adecuar los controles de seguridad y protección para los consumidores, el medio ambiente y las materias primas y primera necesidad, estableciendo el uso, reposición y sustitución adecuada, equilibrada y prudente de acuerdo a la capacidad de producción y los recursos disponibles.
