Some Big Polyethylene (Plastic) Sheets or pieces will spread in Fields can stop water to go into deep in the earth. It will two-Three Feet’s under the earth. After some time it can be Change also.
In rainy season it will full of water.For extra water there will more space to go in the earth and enough water for a non rainy or dry season. For a desert like Rajasthan (india) it may good. And so for Other deserts also.

my english is not as good so it may be posible that i can not explene my idea very well.
