This idea should not limited to only US or Mr. Obama, this can be applied to India or any other country. India too need to have system or infrastructure to develop technology of its own. Why not IITians or other scholars are encouraged to develop there own concepts and make it practical for general mass. However, returns can be short or long term. As we have lots of talented engineers, irony is most of them move abroad to work for other country to build there technology. Same technology is sold back to his own country with big price. Politicians are not aware of the possibilities of science, they are stick to there reputation, vote and other general social issues.

In short - We need proper system to develop new technology and over its investment.

not correct i do not agree
state examples of useless technology.

useless and useful technologies are determined by thousands of trials and errors i suppose.May be because of the outcomes, error and losses in countries where people dare to do things is the basis of so called careful investment . Thousands of useless technological experiments is the only way to prove which is useful .

in india also gpvernment should come with a helping hand to promote people who dare to do something original . That is the only way inventions are possible
Else you will copy pasting in well tested carefully invested softwares.

Now that Mr Obama has been putting a ban on outsourcing cannot rely really on careful investing of technologies.Innovation is the key to progress,
In new innovations risks are huge so are the benifits,those who have took that risk only survive this recession.The only way to over come this recession is change ,innovations.
the world has more than enough of old things which need to be changed.So i say dare do things , care ful investing is a sense less word when ur only chance of survival is innovation
