With the recent earthquakes in Haiti, and Chile (and less widely reported Japan, Turkey, Mexico/Guatamala Border), and seeing the devestation to Haiti in particular, one thing became apparent: the poorer the country, the greater the devastation and loss of life.

It also occured to me that when a natural disaster occurs, for every Dollar spent in that nation before the event, that may most likely be ten dollars you won't have to spend afterwards on relief efforts.

So why not have a pre-emptive telethon, and not wait for the effluent to hit the turbine?

UN statistics will reveal who the most deprived and vulnerable nations and peoples on our planet are, so every two months, these nations should be put forward in groups of two, and highly publicised...and the collective resources of the world are brought to bear on solving their most pressing and vulnerable needs (infrastructural etc.)

Had Haiti been subject to such attention before the quake, I wonder how many more would still be alive today, having had properly built housing of even the most rudimentary safety standards, or a more capable response and rescue service, communication system, ports, airports etc.

Geologists know who are the most exposed to such calamities, and Haiti is well known to be sitting on faultline central. Because while it may seem an expensive thing to do, failing to act on this information before the event meant that the 300 million or so raised after, could have adressed these points, and now it may take 3 Billion to get there now.
