Creo que tenemos que pensar fuera de la caja para resolver este problema, ¿qué tal se establece teleféricos wihin las ciudades con torres y plataformas elevtor?
Esta idea puede ser poco realista, siendo uno puede experimentar esto en las zonas congestionadas.
Las ciudades con las zonas montañosas, costas, ríos puede probar esto.

I think we need to think out of the box to solve this problem, how about establishing ropeways wihin the cities using towers and elevtor platforms?
This idea may be unrealistic, still one can experiment this in congested areas.
City authorities can try this in cities near the hilly areas, sea shores, rivers.
