(63593) Anti-Earthquake Poles

In considering How to minimise the damage caused by earthquakes, I wonder if a solution would be to drive long hollow poles of some description into the ground in concentric circles around a city, town, village, and individual houses or blocks respectively spaced at regular intervals and concentrated at key locations most likely to be affected by seismic activity.
These poles would absorb and disrupt the energy transmitted through the ground, or maybe even just alter the frequency of the tremors which are damaging to buildings and cause loss of life when they fall. The hollow space inside where the frequency changes and allowing for movement of the surrounding earth. Like a fuse in a plug, when the energy causes too much movement in the ground, they can also collapse, and spaced in such a way as described above, they can collectively allow the city to move in independent 'sections' with the earthquake, spreading and dissipating the energy, rather than transmitting it through the buildings.
