since most of the workers are immigrant workers (at least in Punjab and Haryana), there will be no identity proof. Also, why should the laborers or the employer pay you any rent when the workers can simply gather outside your office and wait for prospective employers??

It's a good idea but there are a couple of things you need to think about: 1. How will you market this site? make people aware of it? 2. Even if people come to this site, why should they spend time reading and improving somebody else's design project? 3. Online businesses need a huge amount of investment in the beginning and are able to make profit a long after initiation. You know facebook started making profit 6 years after it was started. So do you have that kind of money?
