ACCESSIBILITY in Smart Cities as a basic classification element

There are plenty of classification models of the different aspects, dimensions or categories, of a Smart City. Institutions, IT Companies, Consultancy Companies… have defined diverse models to classify these aspects. As an example I include at the bottom an image with IBM’s model.
In all of them Transportation (Mobility), Urban Planning and Buildings are basic classification categories, but in none of them ACCESSIBILITY is a basic classification element.
Mi proposal is to include ACCESSIBILITY, in an ample meaning, as a basic classification element (Category, Dimension) for a Smart City and to review all current models to include it.
An Smart City has to be ACCESSIBLE (Transportation, Urban Planning, Buildings, Companies, Services, Information, Employment…)

I extend my proposal to the cities defined as Smart Cities, to include ACCESSIBILITY as a basic classification element in their models and programs of their Smart City projects.
