more companies need to stagger their staff's working hours and given incentives to do so, penalties for not doing so.  This would avoid the ridiculous overcrowding in major cities like London.  
OK, a company might need to be staffed from 9-5 but how about getting staff to work 8-4 or 10-6 as well, they can operate longer hours that way and many staff would welcome the flexibility.  Also, introduce flexible working where possible and working from home - measure the results to monitor whether people are skiving.
